It is important for government administrators to realize that emergency responders regardless of size and location must have suitable wireless communications. When the decision is made to address operability, it is equally important to address interoperability. One cost effective method is to enter into an accord with adjacent municipalities to make use of the same frequencies for alternative communications; the cost of licensing, securing a repeater, and providing emergency power could be divided between municipalities. This method addresses operability (bringing you up to speed) and interoperability (the ability to share frequencies). Another avenue to consider is pursuing the grant processes but this may have to be done individually by each municipality.
