It is important for government administrators to realize that emergency responders regardless of size and location must have appropriate wireless communications. When the decision is made to address operability, it is equally important to address interoperability. One cost effective method is to enter into an accord with adjoining jurisdictions to utilize the same frequencies for secondary communications; the cost of licensing, securing a repeater, and providing emergency power could be split between municipalities. This method addresses operability (bringing you up to speed) and interoperability (the ability to share frequencies). Another avenue to consider is pursuing the grant processes but this may have to be done individually by each municipality.
