It's an undesirable practice that can get a site blacklisted. Unlike before, more search engines have been programmed to catch this.
Similar to keyword stuffing is title stacking, another undesirable way of increasing web traffic. Rather than a single HTML title tag, multiple tags with different keywords are attached in the hopes of getting crawlers to zero in. Major search engines will block a website because of this so steer clear even if traffic to your website is low.
Spamming links by adding them to numerous blogs and forums is just poor taste and liable to get you chucked off websites. Most blog/forum admins don't allow pasting links to home URLs because that's how spammers usually operate. Unless allowed and only if necessary should links be included and that too, few and far between.
Distributing harmful programs
This is commonsense but inexperienced or careless webmasters may not take proper steps to check software and servers. If a website sells or distributes software, it must be triple checked for malware, adware, worms, viruses and other undesirables. The same applies to servers which should be completely secure.
