To obtain a wholesale rate usually means that the company must purchase business electricity in specific increments, or kilowatt hours.

The contract will stipulate that the company will be responsible for consuming a pre-determined amount of power each month or year. If the company does not consume that much in kilowatt hours, they are still charged for the power they did not use. Alternatively, many energy providers will charge the company a variable rate for all kilowatt hours consumed over and above the amount purchased in the contract.
